12 former National Service staff/directors to face prosecution over alleged GH₵548m fraud (LIST)

Twelve individuals, including senior current and former officials of the National Service Authority (NSA), are set to be prosecuted over their alleged involvement in a GH₵548 million payroll fraud scheme.
The Attorney-General and Minister for Justice, Dr Dominic Ayine, announced at a press briefing in Accra on Friday, June 13, that investigations conducted in collaboration with the National Intelligence Bureau (NIB) have concluded, paving the way for formal criminal charges.
The suspects are accused of orchestrating an elaborate operation that introduced 9,934 ghost names onto the NSA payroll.
These fake identities were allegedly used to divert service allowances meant for legitimate National Service personnel into private accounts.
Dr Ayine described the case as one of the most significant payroll fraud scandals in Ghana’s recent history, revealing that some of the misappropriated funds were channelled through ADB Bank accounts before being siphoned off.
“All suspects are to be charged with stealing, conspiracy to steal, wilfully causing financial loss to the state, using public office for private profit, obtaining public property by false pretence, money laundering, and conspiracy to commit money laundering,” he said.

- Mustapha Ussif – Former Executive Director
- Osei Assibey Antwi – Former Director-General
- Gifty Oware-Mensah – Former Deputy Executive Director
- Ohene Gyan – Former Deputy Executive Director (Operations)
- Abraham Bismark Gaise – Former Internal Auditor
- Kwaku D. Agyei – Accounts Officer
- Iddrisu Ibn Abubakar – Former Head of Accounts
- Stephen Kwabena Gyamfi – Koforidua Director, NSA
- Price A. Awuku – District Director
- Jacob Yawson – MIS Administrator, Northern Region
Dr Ayine added that two additional suspects are yet to be officially named and will be included once formally identified.
He said the charges will be filed in court in the coming days as part of efforts to hold public officers accountable and recover stolen public funds.
