CLOGSAG directs Births and Deaths staff to boycott work

The Civil and Local Government Staff Association, Ghana (CLOGSAG), has instructed all staff of the Births and Deaths Registry nationwide to stay at home starting Tuesday, June 17, 2025.
The directive follows what CLOGSAG describes as an increasing “hostile work environment” under the acting Registrar, Samuel Adom Botchway.
In a letter dated June 12, 2025, addressed to the Minister of Labour, Jobs and Employment, and copied to key government bodies including the Office of the Head of Civil Service (OHCS) and the Office of the Head of Local Government Service (OHLGS) — CLOGSAG accused Mr Botchway of “persistent misconduct”, despite earlier petitions and efforts to resolve the ongoing leadership impasse at the Births and Deaths Registry.
According to the association, Mr Botchway has been “acting irresponsibly” by unilaterally posting and reassigning staff across the Civil and Local Government Services without due authorisation.
The letter further alleges that Mr Botchway has verbally assaulted staff and fostered what CLOGSAG terms an “uncongenial atmosphere” at the workplace, marked by constant threats and intimidation.
“These actions have rendered the working environment unsafe and intolerable,” the Association said in the statement signed by Executive Secretary Isaac Bampoe Addo.
The move follows a previous nationwide strike in March 2025 over the same leadership concerns.
The earlier strike was suspended following the intervention of the Ministry of Labour, which assured continued dialogue to address the concerns raised. However, CLOGSAG maintains that little progress has been made since that commitment.
At an emergency meeting held on June 12, 2025, the association’s National Executive Council (NEC) resolved that all staff of the Births and Deaths Registry should remain at home until a “safe and congenial working environment” is guaranteed.
The industrial action is expected to significantly disrupt essential public services, including the issuance of birth and death certificates nationwide.
