Fair Wages And Salaries Commission Welcomes Dr. George Smith-Graham As CEO

Dr. George Smith-Graham has been named CEO of the Fair Wages and Salaries Commission (FWSC) by President John Dramani Mahama.
On Tuesday, April 22, 2025, Dr. Smith-Graham, who was the Commission’s first CEO from 2009 to 2017, is scheduled to formally take over.
He succeeds labor relations specialist Mr. Benjamin Arthur, who has been CEO since January 2022.
The Commission will give more information on the leadership changes after Dr. Smith-Graham formally takes office, according to Madam Emelia Ennin Abbey, Head of Public Affairs at FWSC, who confirmed the appointment to the Ghana News Agency on Monday.
As required under the Fair Wages and Salaries Commission Act, 2007 (Act 737), Dr. Smith-Graham was instrumental in the implementation of the government’s pay and compensation policy during his first term, which was known as the Single Spine Salary Structure.
Dr. Smith-Graham left the Commission in February 2017 after more than thirty years of expertise in strategic leadership, public service reform, and compensation management.
As the government seeks to convert the Fair Wages and Salaries Commission into an Independent Emoluments Commission, he is anticipated to have a significant influence on future pay and compensation rules.
The FWSC, established under Act 737, operates under the Ministry of Employment and Labour Relations and is tasked with ensuring fair, transparent, and systematic implementation of Ghana’s public service pay policy. The Commission also advises the government on matters relating to salaries, wages, grading, and classification.
