Health Minister on why nurses’ new conditions of service cannot be implemented because the 2025 Budget did not factor it

The Minister of Health Kwabena Mintah Akandoh has stated that the government will face significant challenges in implementing the new conditions of service being demanded by the Ghana Registered Nurses and Midwives Association (GRNMA).

Speaking at a press briefing on efforts to resolve the ongoing strike by members of the GRNMA, the Minister explained that the association’s current demands were not factored into the 2025 national budget.

According to him, incorporating the proposed changes at this stage would disrupt the government’s fiscal plans.

“We wish to draw attention to the fact that the conditions of service under reference are not captured in the 2025 budget and will completely throw the economy off-gear if implemented immediately in the manner it currently exists,” he said on Tuesday, June 10, 2025.

Mr Mintah Akandoh emphasized that the government remains committed to ongoing engagement with nurses and midwives to reach a mutually acceptable resolution in the public interest.

He also announced a series of interim measures that the government will implement while negotiations continue to resolve the ongoing strike.

“In the next few hours, the Ministry will publish a comprehensive list of healthcare facilities designated to support those experiencing a shortage of nursing services, where patients can seek alternative care,” he stated.

The Minister further appealed to retired, public-spirited nurses and midwives to volunteer their services temporarily, given the urgency of the situation and the need to ensure continued care for patients during the impasse.
