The New Patriotic Party (NPP) Member of Parliament (MP) for Nalerigu/Gambaga, Nurideen Muhammed Mumuni, has formally petitioned the Commission on Human Rights and Administrative Justice (CHRAJ) to launch a probe into the conduct of the acting Chief Executive Officer of the Ghana Gold Board and National Communications Officer of the National Democratic Congress (NDC), Sammy Gyamfi.
The petition, which was also copied to the Office of the Special Prosecutor (OSP) and the Criminal Investigations Department (CID) of the Ghana Police Service, calls for a full-scale investigation into what Mr Mumuni described as a potential breach of public office ethics, financial accountability and foreign exchange regulations.
At the heart of the petition is a video that circulated widely on social media over the weekend of May 10–12, 2025, showing Mr Gyamfi giving an unspecified amount of United States dollars to Evangelist Patricia Oduro, popularly known as Nana Agradaa.
In the footage, Mr Gyamfi is seen handing out sums of foreign currency in what appears to be a celebratory gesture.
He is also seen arriving at the event in a luxury Range Rover Autobiography.
Source of funds
Mr Mumuni, who is also the Vice-Chairman of the Committee on Parliamentary Affairs said the public display of wealth raises serious questions about the source of the funds and whether they may have originated from public or institutional resources.
“This conduct raises grave concerns regarding the source of the foreign currency distributed, whether the said currency formed part of public or institutional funds entrusted to Mr Gyamfi, and a potential conflict of interest and abuse of office,” the petition stated.
Mr Mumuni argued that the public giving sums of foreign currency undermined the Code of Conduct for Public Officers recently launched by the President.

Mr Mumuni argued that the public giving sums of foreign currency undermined the Code of Conduct for Public Officers recently launched by the President.
He added that such conduct offended the principles of probity, transparency and financial discipline expected of individuals holding high public office.
The petition further cited possible breaches of the Foreign Exchange Act, 2006 (Act 723) and the Currency Act, 1964 (Act 242).
It pointed out that these laws prohibited the unauthorised circulation and use of foreign currency within the country, and required all foreign exchange transactions to be conducted through licensed banks or with appropriate approval from the Bank of Ghana (BoG).
“Sections 3(1) and (4) of the Foreign Exchange Act prohibit individuals from engaging in foreign exchange transactions without authorisation.
No evidence exists to suggest that Mr Gyamfi obtained such authorisation,” the petition claimed.
The lawmaker also called attention to the responsibilities Mr Gyamfi holds as the acting CEO of the Ghana Gold Board, an institution that manages key national resources.
Reliefs
Among the reliefs sought, the MP is requesting an investigation into the legality of the funds, a determination of any breach of ethics or financial laws, appropriate sanctions or prosecutions where necessary, recovery of misused public funds and action on any tax-related violations.
“This is not an isolated act of indiscretion but a reflection of a deeper culture of impunity and disregard of suffering ordinary Ghanaians.
I submit this petition in good faith and in the interest of protecting the integrity of public institutions and restoring confidence in our governance structures,” it stated.
