NSA sets up committee to design new national service digital platform to tackle ghost names

The National Service Authority (NSA) has inaugurated a nine-member Transition and Implementation Steering Committee to design and deploy a new digital platform after an audit found the existing system unsatisfactory.

The Governing Board of the NSA said that the committee was established to guide and supervise the Authority’s digital transformation process.

The announcement was issued in a statement and signed by the Board Chairman, Mr Emmanuel Okai Mintah.

The move follows a June 17, 2025, letter from the Office of the President to the Minister of Youth Development and Empowerment.

The letter directed the suspension of the current deployment system, mandated an audit of its operations, and called for the design and rollout of a new digital platform.

According to the statement, the audit has since been completed and found the existing platform to be below standard.

The Minister has therefore written to the Board to initiate legal steps to ensure the contract for the old system, which expired in August 2025, is not renewed.

The committee is chaired by Dr. Wisdom Atiwoto, a Member of the NSA Board and Director of Research, Statistics and Information Management at the Ministry of Health, the statement said.

The statement said the committee has been tasked to oversee the phased migration from the legacy system, direct the design and deployment of a new digital platform, and supervise its implementation across all core functions of the Authority. These include personnel enrolment, postings, payroll, allowances, and scheme administration.

The new platform, according to the Board, will support an orderly transition from the existing National Service Scheme system to one that strengthens efficiency, transparency, and service delivery.

The committee will operate under the directives of the Minister of Youth Development and Empowerment and derive its authority from the NSA Board. This will allow it to issue instructions to NSA departments and engage external partners to meet its mandate.

The Authority assured the public that the transition will not affect service delivery. It said there will be no disruption in the fulfilment of obligations to national service personnel as provided in the National Service Act, Act 1119 (2024).

The NSA added that the new platform is expected to provide transparency, security, and real-time verification of service personnel postings. It said updates on the committee’s progress will be made available in due course.
